ISO 21448 Edition 2 Published — SOTIF Now Covers SAE Levels 3–5

ISO 21448 Edition 2 expands the SOTIF framework beyond Level 2 automation. New requirements address scenario completeness metrics, performance limitation detection, and validation testing under distribution shift. Transition period ends December 2027.

What Changed

ISO 21448:2026 Edition 2 extends SOTIF from its original Level 1–2 focus to cover conditional automation (Level 3), high automation (Level 4), and full automation (Level 5).

New Requirements

  • Scenario completeness metrics: Quantitative coverage targets for ODD scenarios
  • Performance limitation detection: Real-time monitoring for degraded operational conditions
  • Distribution shift validation: Test evidence demonstrating performance under environmental distribution shift

Transition Timeline

Transition period runs until December 31, 2027. Type approvals submitted under Edition 1 retain validity through 2029 absent significant changes to perception or decision systems.
