Airbus Initiates Multi-App Migration from AWS to Scaleway, Citing Sovereignty Requirements

Airbus is migrating approximately 900 applications, including critical ERP, CRM, and manufacturing workloads, from AWS to French cloud provider Scaleway to secure digital sovereignty. While the migration establishes a sovereign precedent for infrastructure, it highlights ongoing dependencies on US-based SaaS ecosystems and supply chain management software.

Sovereign Infrastructure Migration

Airbus has commenced a large-scale repatriation of its digital infrastructure, selecting French cloud services provider Scaleway to host approximately 900 applications previously running on AWS. The initial phase of this migration targets 70 priority applications for immediate onboarding. This transition is motivated by digital sovereignty concerns, specifically the objective of placing critical systems, intellectual property, and operational data under European legal and regulatory control, shielding them from foreign data access risks associated with American cloud platforms. The migration scope is highly technical, encompassing core enterprise resource planning (ERP), customer relationship management (CRM), and manufacturing systems.

The Supply Chain and SaaS Dependency Lock-in

Despite the infrastructure shift, fully decoupling from the American technology stack presents significant architectural hurdles, particularly within the supply chain. Airbus coordinates with a global network of 18,000 suppliers, of which approximately 17,998 operate on Microsoft-centric environments. Even if supply chain workflows are routed through an EU-hosted portal, transactional data inevitably persists on these external, supplier-managed systems. Consequently, Airbus remains dependent on American productivity suites from Microsoft and Google, as no viable, sovereign European alternatives exist that can mitigate the risk profile of such a transition at this scale.

On-Premises AI and Avoidance of Frontier Models

The migration strategy also reflects Airbus's distinct positioning on artificial intelligence. While major hyperscalers heavily promote frontier models and off-premises agentic workflows, Airbus's six-pronged AI strategy bypasses these offerings. Instead, Airbus focuses on knowledge extraction, support chatbots, decision support, and flight automation. These workloads are designed for on-premises deployment, keeping critical systems isolated from external AI platforms. This self-contained architecture ensures that code generation or autonomous agents do not gain access to safety-critical aviation systems, reflecting a highly risk-averse operational posture.

Market Limitations for Sovereign Alternatives

By employing a traditional competitive tendering process to select Scaleway, Airbus has demonstrated that the European IaaS/PaaS market can support sovereignty requirements. However, this model breaks down for productivity and desktop software. While open-source alternatives like Linux and LibreOffice exist, there is currently no enterprise-grade organization capable of responding to a large-scale, tightly specified corporate tender to replace Microsoft or Google suites. For a highly risk-averse enterprise, the lack of a single, established entity capable of managing such a massive, integrated deployment remains a critical barrier to achieving complete digital sovereignty.
